Sophia Tong, President and CEO

As founder and CEO, Ms. Tong provides T&T with exemplary leadership and drives our strategic direction. Her contributions have been instrumental in creating steady growth for T&T. Under Ms.  Tong's leadership and stewardship, T&T has grown from its founding in 2004 to a Capability Maturity Model Integration (CMMI) Maturity Level 3 for Services appraised organization with a broad array of federal government and commercial clients - including the Department of Defense, Department of Health and Human Services, Department of Veterans Affairs, and Department of Homeland Security, among others. Under her guidance, the company has enjoyed many years of uninterrupted growth and success.

Ms. Tong has a M.S. in Computer Science from the University of Maryland, and a B.S. in Computer  Science and Information Engineering from National Chiao Tung University in Taiwan. She is a certified Project Management Professional (PMP) and is also Information Technology Infrastructure Library (ITIL) certified. With over 15 years of direct experience in software engineering and project management, Ms. Tong provides a balanced technical and functional skill set and has played a vital leadership role in many application development projects. She has built strong organizations and processes through effective communications and partnerships.


Gavin Mason, Chief Information Officer

Mr. Mason is a former military organizational and regional Chief Information Officer with 30 years of federal information management and technology leadership experience, supporting unit and enterprise-level technical strategies and tactical implementations. As our hands-on technology leader, Mr. Mason works directly with clients and teams to build sustainable solutions and support efforts based on the needs of a variety of federal agency requirements. His diverse knowledge and management of data and technology have led to successful infrastructure re-engineering, datacenter consolidation, application virtualization, organizational consolidation, software development, and C4IT projects. His selective approach to new opportunities, closely related to past performance, are keys to expanding company skills and experience to support Ms. Tong’s steady growth strategy.

Mr. Mason holds a B.S. in Computer Science from the University of Maryland, an MBA in Decision Information Sciences from the University of Florida, and most recently, earned his M.S. in Clinical Informatics from Northwestern University. He is a Certified Professional in Electronic Health Records (CPEHR), ITIL v3 Foundation Certified (ITILv3), Senior Certified Professional in Healthcare Information and Management Systems (CPHIMS), and a Certified Project Management Professional (PMP). As our lead technologist, Mr. Mason is supporting T&T’s rapid growth with his skills and credentials by understanding new requirements and company competencies, while working with clients to build partnerships focused on achieving goals of the organizations.


Jaime Rosado, Chief Business Development Officer

Jaime Rosado (Colonel, USAF, Ret.) currently serves as the Chief Business Development Officer at T&T. Throughout his 27+ year tenure with the USAF, Mr. Rosado demonstrated a strong aptitude for managing healthcare administration, hospital operations, and health information technology projects. His accomplishments include overseeing the development and integration for a DoD-wide healthcare IT infrastructure project, developing the first Service-level cost accounting system for the DoD medical community, developing and deploying the first web-based electronic health record within DoD, and beginning the transition of DoD health IT infrastructure to an Infrastructure-as-a-Service (IaaS) model. 

Mr. Rosado is a Fellow in the Academy of Healthcare Executives, a Fellow in the Academy of Healthcare Management, a member of the Health Information Management Systems Society, and has completed a Managed Care Fellowship with BJC Health System in St. Louis, MO.  He is a graduate of the U.S. Air Force Academy, holds a Master’s degree in Economics from the University of Oklahoma, a Master’s degree in Healthcare Administration from Trinity University, and a Graduate Certificate in Information Technology Project Management from George Washington University. His numerous military decorations include the Legion of Merit, the Bronze Star, and the Air Medal.
