Jessica Payne
Vice President, Service Management and Delivery
Mrs. Jessica Payne possesses over 15 years of progressive administrative, technical, and business and project/program management experience across the DoD. She holds a Bachelor of Science Degree in Accounting from University of Maryland University College and is both a PMI Agile Certified Practitioner (ACP) and Project Management Professional (PMP).
Currently serving as T & T Consulting Service’s Program Director in San Antonio, Mrs. Payne is responsible for multiple contracts supporting the Department of the Army and Defense Health Agency’s Command, Control, Communications, Computers / Information Technology (C4/IT). From Financial Management to Information Technology, Mrs. Payne has played integral roles in regulatory guidance modifications and enterprise-wide endeavors. As a Project Manager for the DHA’s Medical Education and Training Campus, she oversaw multi-million-dollar contracts that enabled the training of the “World’s Finest Medics, Corpsmen, and Technicians.” She has supported multiple CMMI and ISO Certification audits, ensuring compliance with proven quality practices.
